It had been almost two years since I had the first contact from the State of Hawaii, my current counterpart Department of Business, Economic Development and Tourism in summer of 2015.
There were some hitches to reach the point of agreement to establish a sister-state affiliation between Hokkaido and Hawaii. A rude trouble-making officer had been the Director for International Affairs in our organization in 2015.
Unfortunately, the officer embarrassed the delegation from Hawaii when they visited Hokkaido in summer of 2015. But I restore the relationship between Hokkaido and Hawaii and got the stable trust from Hawaii after that. That is why we could have such happy lunch in "the Veranda" of Moana Surf-rider Waikiki by Westin on that day.
